This book covers, in nine chapters, the history of legislation in the United Arab Emirates. Chapter one discusses the legislative situation prior to the establishment of the United Arab Emirates. The first topic, entitled the legislative situation in the Trucial States, considers the legislative situation in each emirate. Chapter two tackles the formation of the United Arab Emirates, the issuance of the Interim Constitution, the Constituent Committee for the Drafting of the Permanent Constitution and the constitutional amendments thereto. Chapter three covers the legislature in the Constitution. Chapter four looks into the functions of the Union and its legislative powers. Chapter five explains the distribution of federal powers according to the ministerial portfolios. Chapter six examines the transfer of local administrations to the federal authority. Chapter seven focuses on the establishment of the Higher Committee on Legislation. Chapter Eight is concerned with the establishment of the Higher Ministerial Committee on Legislation. The book concludes with chapter nine, entitled the legislative session
